City Approves Assistance For New Howell Ave. Business

Industrial inspections business under construction near Howell Avenue water tower aided with money for utility and site preparation.

NDT Specialists Inc., an industrial inspections business under construction at 7365 S. Howell Ave., will get $210,000 in assistance through a tax-incremental financing district.

Tax-incremental financing is a mechanism used to borrow money for development and repay the loan using the increased tax increment the development generates.

NDT was added to a TIF district that encompasses the business park across the street. It's expected to be retired in 2016, at which time property taxes will flow to taxing jurisdictions, such as the city and school district.

The $210,000 cash grant will go toward utility and site preparation. The city supported the proposal in part because it would not extend the life of the TIF district, said Doug Seymour, director of community development.

The Oak Creek Common Council, which passed the measure unanimously Tuesday, for bringing new business and jobs into Oak Creek. Owner Larry Schneider, an Oak Creek resident, told the council the business will employ 27 people and has plans to add six more positions.

NDT, which performs inspection services on various parts for a wide range of industries and manufacturers, is combining its locations in West Allis and Milwaukee under one roof in Oak Creek.
