Two citations have been issued to the driver in a fatal car-bicycle accident last summer after a Milwaukee County prosecutor declined to file criminal charges, according to a Journal Sentinel report.
Joshua Chomicki was the driver in , who was riding his bicycle near Nicholson and County Line roads on July 17.
